Job Description


Role Purpose
  • The purpose of this role is to strategically lead and provide professional senior quantity surveying services to ensure the Traded Services Division and the Council achieves best value in delivering services and maximises the commercial opportunities available to it.
  • To lead on managing and performance evaluation of income generation, costs and margins from a wide range of services, projects and contracts.
  • To liaise with the stakeholders including Senior Management teams, Councillors and Cabinet members on commercial issues relating to the division.


Responsiblities
  • Provide expert and professional advice and analysis on cost planning and quantity surveying of any service delivered within the division.
  • Lead in the cycle of design, delivery and refresh of a commercial strategy for Traded Services. This will include but not limited to addressing the current income generating financial challenge, focus on improved efficient and effective ways of working, and concentrate on the capability and capacity of the division.
  • Design and maintain process and procedure to provide material, quantities, costs, labour and time / productivity data capture and analysis.
  • Preparing contract documents including bills of quantities for tendering, evaluating tenders and providing expert advice on project costs throughout the life of the contracts.
  • Help ensure that commercial processes are designed, continuously improved and adhered to across the division and actively seek to embed them.
  • Continually analyse outcomes, write reports and provide advice on those outcomes including contractual claims and disputes. Ensuring valuations and final accounts are completed within timescales and are auditable.


Requirements
  • Extensive experience in working in a professional quantity surveying department.
  • Experience in dealing with complex contractual financial disputes.
  • Experience of quantity surveying work, associated procedures and practices,
  • Experience of commercial management and procurement of subcontractors,
  • Extensive experience of undertaking the preparation of all necessary documentation including reports to enable project, contract, scheme progression within legislation, regulation and procedural requirement.


Contract
  • Initial 3 to 6 month ongoing contract with the opportunity to extend
  • PAYE via Umbrella
  • Monday to Friday 9am to 5pm
